Yes, thats pretty bad.
It looks like maybe there is some Spider Mite webbing in there too.
I would never use molded buds. Just not worth the risk.

You can always rinse buds with peroxide/water or lemon. But idk that’s alot of WPM and maybe a mite infestation like said above
