As I was harvesting my plant when I cut into the buds on the top it has this what looks like spider web, is this normal? Is it a fungus?

That needs to be gone gone and sterlize your self if you have any other plants still growing, before you touch them!
Looks like bud rot aka mold. Toss it in the trash
I’m with the above: do a close visual and discard anything that shows heavy mildew. I would also suggest washing the whole plant in peroxide/water.
