I would raise the larger plant…maybe 6 to 8" so her DLI is increased to about 40 based on 32 given. She looks older and if not definitely more robust and can handle more than the small one in front. @Newt you got some booster pics?
I keep my light at the top of my 72" tent and use various boosters to achieve target DLI

The plastic planter pot needs be gone.
5-gal cloth bag with good MJ friendly soil.
IMO, might be the source of slower growth.
