trying to germinate and the seeds just sit on the surface of the water, the others in moist papertowels are 5 days and no sign of opening.

I am a 24 hour soak and into moist paper towel person
Also, I put them in soil as soon as I see the tail.
What I mean by this is that I don’t wait for the tail to grow into a 1/4" or 1/2" root before planting. As soon as I see the little white tail emerge from the seed casing, into the soil they go with a good drenching. I then don’t water or otherwise disturb them for a week or until they break ground.
I soak for 18 hours or so.
Sometimes more, sometimes less (can’t always be there when you want to be).
I start “poking” them after 8 or ten hours.
I want them to sink, but sometimes they don’t… I still plant them.
The recipe that has always worked for me is roughly 18 hours of soak, and then into soil. About a 1/2" deep.
Gals will say hello in 3 to 4 days.
It rarely fails.
Everyone is different, but my humble opinion is that the paper towel method is unnecessary, and seeing roots is worthless.
Soften up the bean and let it run.
It knows what to do.

If they’re still floating after a day or two I usually give them a light tap to break the surface tension, sometimes they just sit there because the shell’s a bit dry. If they still don’t sink after that, I move them to paper towel anyway — had a few that never sank but still popped fine once kept warm and dark.
5 days with no crack though… chances are those ones aren’t viable, especially if the others from the same batch already opened
here in Arizona it is always warm. I have had these seeds for over a year, maybe they are just…old. I will try the last ones I have and see what happens.
They should be good to go @TimK i always just put in soil put underneath lights or outside if weather is good and keep soil damp til they come up but some gromies do it different good luck my friend happy growing
@TimK , a year is nothing to a bean if they’re stored properly.
Not sure about what other folks do, but my seed bank lives in the fridge, well wrapped or sealed.
Assuming you do that, are you on city water or well water… or do you use bottled water?
Are these the same beans, 9 days without germination?
