So I have a 4x3 grow tent is a 1000watt bestva led enough light for it and I have a 4x4 grow tent and was looking to upgrade the light in it I was going to buy a sun system 315 cmh lec for it am I goin in the right direction

No. Sorry. You want close to 50 watts per square foot. That is a little small for a 3x3 and really small for a 4x4.
So I have about 400 to spend what’s the best lighting I can do for both with this budget

Let me just say this, the difference between running those crap lights and running HPS is going to be huge.
You might get a couple ounces out of those lights. But if you get a 600w HPS/MH set up, you’ll get a couple pounds out of those tents.
