Can I mix coco coir with vermiculite soil and perlite? Would this be considered a hydroponic grow if I use this mix as a drain to waste? 7.0ph in 6.3 out

Yes and no… if you have under 25-30% of soil in your mix, it will be considered as a soilless medium, pH should be between 5.8 and 6.3…

The coco and perlite might need to be washed before use… that’s why your getting the weird ph numbers…
