From the info you provided it sounds to me like you are getting light leaks, maybe a piece of equipment with an indicator light or just a plain leak of actual light, what your describing sounds like great equipment and viable plant, if you’re getting seeds with no males they are herming, this happens from stress, genetics, and light leaks
Not balls my friend, that is what we call a calyx, the part that holds the flowers ovum, and protects it after pollination so it can become a seed, also the part of the flower we love to smoke.

I also wanted to add that if you can, now is the time to start increasing your lights intensity, slowly increase each week till you hit around 1100ish ppfd and about 50ish DLI, then for the last few weeks I slowly back the lights back down to 800ish ppfd and 40 DLI. This is what I do anyways and I wanted to share just in case you wanted to give it a shot.
