Is it necessary to have an on-off light cycle for sprouts?
How about veg?

Sprouts and veg can be treated the same. Many go 18/6, but some folks prefer 24/0 for seedlings. It’s not hard to hit the DLI requirements for seedlings, so I don’t understand 24/0, but it’s what some prefer.
Agree with @MidwestGuy but will also add that dark time is really important through veg (post seedling at a minimum). Plants do need to rest and you’ll also be amazed how much growth can actually occur during the dark cycle.
18/6 here from seed until start of flower.
I find my sprouts grow a bit faster on 24/0 so I do that for first 10 days or so, I do it to keep my seedlings warm (and fast growing) as I keep my house pretty cool and I prefer a constant temp of mid to upper 70’s rather than dipping down to 65F every night. No biggie, they’ll grow either way and definitely should do 18/6 (or some other variation like 6/2) for veg, plants do benefit from a regular dark cycle.
My nursery tent is lit 24/7.
I veg at 14/10.
Flowering is 12/12 of course.
I run this for seedlings; not for the DLI but to maintain a steady temperature. It’s just easier for me that way.
Makes sense.
