It looks awful crowded in there. Keep in mind that cannabis can double in size one flipped and manage your space accordingly.

Two considerations:
Age of plant: For “seedlings”, if space (and time) permit, better yields can be obtained from a 6-8 week veg period. Alternatively they can be switched straight after germination, however they are biologically incapable of budding until about 3 weeks of age.
Height of plant: Depending on the strain, plants will generally double in size during flowering. So, if ‘room’ height is limited, the switch to 12/12 will need to be done no later than when the plant has reached 50% of the ‘available’ height (remember to consider the minimum gap distance between lamp and foliage).
I agree with MH47. I go by height and not age anymore.

The age old question and the answer is simple for most. You veg according to strain and room height and size. Some plants stretch a little, many stretch alot like 2 ft or more.
This is something that should be figured out before seeds are even planted.

generally not the fan leaves. Your tent is crowded so you need to keep the bottom 1/3 and the center of the plant as open as possible. As suckers grow in, remove them. I do this clean out when I flip. Fan leaves powers the plant so you want to leave them. Once buds start forming you can then think about removing fan leaves. The ones obstructing buds underneath.
