Have a look@ horticulture lighting group and there quantum boards mate, they full spectrum us a tiny amount of electric and right in your price range😉

Here’s a nice one but $35 more than what you budget

Cheapest way to light a 4x4 by far is 600 watt mh/hps setup. Depending on your climate, you’ll probably spend quite a bit managing canopy temps though. I would consider spending a little extra on an air cooled setup.

In my opinion, would be a lot more cost effective and productive to do a smaller space well than a big space cheaply.
