Hi, this is my first attempt at growing. She is 19 days old. Is she in veg? Also for PPFD is 300 too high?

I would give it 600 PPFD minimum at this point.

Technically from the moment they sprout they are in veg. Some growers consider the seedling phase to last two or three weeks and then Veg is after that. It can be confusing as there is not a consensus on some of that stuff. Cannabis growers have coined many of their own terms for stuff. Preflower is another one. Don’t get too caught up in the terminology. More important is the plants health at any given time. Yours looks very good. I use DLI as a gauge instead of PPFD, but it looks like Midwest has you covered.

Second @MidwestGuy with double the light. Looks like a couple pistils towarss the tops so you may be going into flower soon

I was worried about light stress but 8 hours ago I did bump it to 600 and the plant seems to have perked up more and is liking it, thanks again i was def under lighting

I would clean the very bottom. Force her to look up for growth. Looks healthy.

Updated photo about 25 days old…lost power for 1 2 hours the other day moved her outside. That day was only 13 hours of light instead of 18
