Sure. Watts are irrelevant anyway, but when hps lights were pretty much only viable option watts became referenced unit of measure Because hps lights are pretty much all the same. People that don’t know any better assume more watts is better, so manufacturers put big numbers there hoping to sell more lights. A big trick by cheap led manufacturers is to say they have 200- 10 watt LEDs so it’s a 2000 watt fixture. But 10 watt leds only means that is their maximum power rating. If driver current is less than maximum the final power consumption will be as well.
Even if it did consume 2000 watts, there is no standard for efficiency. One style of light can be less than 1 ppf per watt per second. Another light may be 3 ppf per watt second. Plants only care about amount of light, but how much power is consumed getting to that amount of light.
