What next? Seedling sprouted

I sprouted this see but root is only about 1" long. It shed the shell. I am doing an Atwater Hydro but I am unsure where I’d go next with this being so small. Leave in the paper towel/baggy for now?

Put it in some type of medium or trash. Dont break that long root.

I place my sprout in my solo cup forest seems to work great and then they are ready to be transplanted when the elders move up.
