I had a discussion with someone this morning who said that his water is ~1,000 PPM out of the tap. Have you seen or heard of such a high PPM?

Have not heard of it that high, must come out with calcium crystals and hard as all get out, we are on a well and ours is 450 ish and it does cause issue can not imagine.

Mine comes out at 100 ppm. Ph is 7.4.

1000 is high but not unheard of. This is probably from a well and maybe even more so softened water. A standard whole house filter would probably knock it down quite a bit.
I think my untreated well water is between 600-700 and its 800ish softened without filtration.

I have a well, septic, and live on a lake in SE Michigan. The builder plumbed the water softner directly into my septic and told me only to use potassium chloride crystals. It will not harm the septic, tastes better, and will not hurt your plants.
I use the treated water in my hydroponic system. The pH is steady at 8.7 and EC is 0.5 - 0.6.

I think you meant to post that your softener is plumbed into your well. Potassium chloride is safe for plants and occasionally used as a fertilizer. Like everything else, using in high concentrations or allowing to build up over time can become toxic. As long as you continue to not have any problems I wouldn’t worry about it.
My outdoor hose bibs are bypassed from all treatment and I have a tap between my filter and softener that is conveniently located right next to my grow space. I have used all of the sources to water plants successfully at some point but typically used filtered water before it gets softened.
