I just had one act like this. Whole plant was a bunch of fox tails. Never hermied on me. Mine got exposed to some extreme heat.
To me they kinda look like a swollen calyx’s. you will notice distinct male reproductive traits emerging alongside otherwise normal female buds.
You look like you have stigmas coming out of calyx’s. If they were male they would look like balls with no stigmas.

If they’re outdoor plants I would make sure it’s not catching shade and making it think that she’s losing sun and it’s time to switch. Move her to an area where it gets the right amount of sun. If it’s in flower and it’s outdoors I would find a way to keep her dark. It could be a stress factor or a light factor. If she was receiving 18 hours of sun and is now only receiving about 10 she could be thinking wait let me flower. If she’s already in flower and she’s now catching some more sun or light she could hermie on you. Flower you want at least 12 hours dark no light leaks. Or heat could be an issue

You didn’t say if it was auto or photo, outside, you have to watch the solstice or daylight hours, long light days AFTER they start flowering can cause them to reveg. Need more info on your grow to properly diagnose.
The single leaves are indicative of this as well….

It looks like the structure is strongly Ruderalis. Ruderalis is the type of cannabis they breed into it to make them day neutral, an autoflower. I had my first auto do this to me. It looked odd but it was some of the strongest I’ve smoked.
It would build buds then stretch out and repeat. This was my Wedding Cake Auto that displayed the same trait.

Everything i see has pistils so I think you’re good.
It’s female, but the ruderalis gene is strong. I’ve had autos do this.
It’s not a hermie , looks like it’s re-vegging , but I think Sausage is right .
Over the years i’ve had a couple plants look like that. bud structure usually turns out airy. But it is a female plant . I agree with other members.Good luck finishing up.
