I have 2 plants the one on the left has been in flower quite a while I’ve been waiting for its white hairs to brown off for a while should I cut it or wait ?

How long has the first plant been flowering? Those new white pistils you’re seeing are fox tails

Well the yellowing of leafs in late flower is completely normal as the plant uses up reserved nutrients in them and has no further use for them. I wouldn’t be concerned with that.
The first plant I would possibly chop (that’s just my thoughts) esp if starting to foxtail.
The second one, give it 7-10 days and check back.
For future reference I would avoid what looks to be zip ties. Personally I would recommend gardening wire (basically twist tie) that can be cut to length. Or something similar.

The last pic of the yellowing leaves that plant I accidentally sent to flower and am trying to te veg I noticed it just as it started to flower
