Hard to tell what youre issue with, is your plant sick? Looks like pics of very young buds but need more pics and info

The plant is healthy. just removed the fan leaves, and i found like small balls.

Them with the hairs on them, swollen calyx. Female parts so thats good.

So they are not a pollem sacks

No sacs would stick out and not have the hair and sometime have a striped pattern

Those dark green, waxy leaves means the plant is getting too much nitrogen. I would back off the nitrogen for a couple of feedings.
