Let that soil dry out now,be careful not to over water.
Make sure when you water to keep away from stem.

This is a very common cause for stunted plants. A seedling should only get a few ml of water per day. Waterings can increase as the plant grow in size, but you should never water more than the plant is capable of drying the soil out in a couple of days.

About the Pump n Grow, why youll be recommended something else, the levels are very low for some nutrients. I looked up your label just for fun of it, a cannabis feed can be 10 to 30 times higher in calcium, and 5 to 10 times higher in magnesium, than your Dr Earth’s Pump n Grow. Then the other 10 or 11… anyway point is use nutrients made for cannabis. Have some airflow through there

Thanks for the feedback I just ordered the nutrients from ilgm the powder ones hopefully they get here before veg starts it is actually 8 days above soil today

So the top of my soil is sometimes warm and feels a little dry but should I always dig down like a fingers length and if it is still wet towards the bottom then it should be fine?

Where you have scratched the surface in picture looks good to me.,
Where you have scratched in picture is where I would water in the future in a circle around seedling.
Keep water away from stem
I would give it four or five days and see how it goes before watering again.
Let the little seedling search for water, it took me a while to understand this but reading comments from @MidwestGuy and many others , I finally understand it now.
I have loved many plants to death by over watering.
I water seedlings using large syringe {60ml} , depends on pot size on how much water I give it…
Less is more when they are little 
I have let little ones go for over two weeks now without watering and the roots come out the bottom of air pot.
Another trick that I have learnt is to alternate sides when watering , that is water on one side then do the other side four days later so you cannot over water it .
