Maybe leaf miners. Captain Jacks may solve it but outdoors your going to need to start a weekly schedule of spraying.
I use a canola oil based product mixed with General Hydroponics Exile which is a fatty acid product for insects.
Spray only at dusk and dawn. Around your plant a few feet away place a mothballs and spray with something stronger like liquid 7 just not on the plant.

That’s my read as well. Captain Jack’s Dead Bug (Spinosad) alternating with Safer Caterpillar Killer (BtK) will keep them in check.
