Yes. Edit: They may have a tendency to grow on the upper nodes - as males need to have height in order to efficiently pollinate. But that is mere conjecture.
They can show up any time after inducing flowering. With solid ILGM genetics, I doubt you would see anything unless there was stress (light, heat, etc).
Some strains will hermie very late in flowering - the ladies making a last ditch effort to fulfill their genetic destiny (which is at odds with our desired sensimilla destiny for them). There is a lot of sexual frustration in that flowering room near the end.
