For 3 months, I would discard and start new. Your soil looks way too wet. Cannabis needs very little water in the beginning. Only a few milliliters a day for the first week or two.
There is a slim chance but I would just start over.
You can have a seedling to that point in a week under the right conditions…
Seedlings need to start in a smaller pot then be transplanted as they grow.

I would pull and start over. She’s pretty tiny for 3 months. Just an observation ditch the plastic pot and get fabric. Helps dry out faster in an over water case, and helps the roots breathe during growth for the drench to drought cycle. Happy growing
This germinated 12/18, so a little under 3 months for growth comparison. This is it yesterday.
Get some more perlite to lighten up that soil mix and let it dry out some. I would pull it and start fresh, mabey in a medium that’s hard to overwater like coco. These are just over a month from seed for example of what they should look like.

I expect that she has been stunted by overwatering.
I’m with the others re: starting over. Keep in mind that seedlings should only get a couple ml of water per day. More than that will cause root rot. Increase watering quantity as she grows, but never water more than the plant is capable of absorbing in 2 to 3 days,m at which point the soil should be dry. Cannabis will tolerate dry soil far better than wet soil.
