Looks that way to me. Single leaves a sure sign.
Had one last year that did that…it eventually worked itself out and was a good producer.
Looks like its trying to revegg I would check for and eliminate any nearby outside light sources. Light from nearby windows or porch lights being on to long or on all night long can cause a plant to revegg.
All 4 of Mine did that. I never saw that before. This is a year of firsts, I also found that I had Auto-Flower clones. I’m growing outdoors and they are putting out normal leaves now.

She was definitely diggin her heels in but i think she finaly came around just in time for an aphid attack! Not sure what else i can do about those little bastards but ive been hosing off and then blowing dry with leaf blower, seems to have cut back on them some but would love to eradicate the pricks before they get to her roots, if not too late!
