There should be no runoff with a seedling. Seedlings only need a couple ml of water per day. Overwatering is by far the most common cause of seedling loss. Much more than that will cause root rot and kill them.
Fox Farm Ocean Forest isn’t really recommended to start seedlings, unlees it’s mixed with something like Happy Frog or Strawberry Fields. Every planted I started in it burned up the first 3 sets of leaves and stunted in the beginning.
Also, as Midwest Guy stated, no runoff for the first couple of weeks. Roots are growing and establishing and excessive or heavy watering can severely stunt root development and/or drown them out altogether.

How is there runoff with “seedlings” ?
Sounds like over water
And also, how is RO water PH to 6.1?
What instrument is being used to take a PH reading on RO water because that’s not possible without some really fancy equipment.
How was these watered for at least 30 days
I thought they was seedlings that germinated then died after being planted
If this is actually a real situation a grower is in then i have only 1 suggestion.
They need to log in themselves and let us walk them through a fresh start
