Looks like mite infestation. Do not use neem on flowering plants. Get some captain jacks dead bug. It’s safe for flowering plants.
I agree with @BobbyDigital - you need to look under the leaves for super tiny bugs. You will need a powerful loupe or scope. And ditto on the Captn Jacks Dead Bug. That sucks to get them in flower.

Cannabis is very resilient. Im sure they will be fine.
