A couple of these would probably do it, let’s see what others think. These are 4’x8’, 32 square feet, so you should be able to easily fit 30 plants in 1 gallon buckets directly under one of these. Probably could do a pretty decent SOG with just one of these! But remember, I’ve never grown with T5s, so this is just a suggestion. You might try Amazon too, they might have a wider selection. The short answer is yes.
For fluorescent, you want about 100W per square foot for adults, but remember, that’s taking into account that the plant actually take up at least a full square foot. Since seedlings are so tiny, think in terms of how many seedlings you could squeeze into a square foot if you didn’t have to worry about the constraints of the pot. There are 144 square inches in one square foot, and allowing a 2"x2" space for each seedling, that’s 4 square inches per seedling, or 1/4 of 144, 36 seedlings per square foot, or 36 seedlings per 100W.
