Plants are 15 wks old and in 1st week of flower. Medium is soil.
Do you see anything on the bottom of your leaves?
Could be thrips.
Looks like bugs. Check under leaves and over whole plant see if anything turns up, or put a sticky trap on the surface of your soil.

I have not seen any kind of bugs…but I will take my magnifier a d have a better look.

Checked your leaf against a few photographs and descriptions of cannabus pests. The closest two are red spider mites:
And, as mentioned above, Thrips:
Only thing Im sure of is it is not Powdery Mildew.

Used my 30x and 60x magnifier and I cannot see any bugs anywhere on the plants. I was honestly leaning toward a diagnosis of leaf septoria but since nobody else felt that way I am dropping that idea.
