It doesn’t seem to be hurting the plant but there’s quite few of them and the small ones are inside the bud.
Could be a aphid and a spider mite. Get some Capt. Jacks dead bug and spray them on top of the leaves and under the leaves just before the lights turn off for a couple of days and then once a week.

Blurry pic but looks like a leafhopper. Not good to have around if it is.

Leafhopper. Not doing much hurting, cuz he’s dead or taking a dirt nap.
