So I’m currently about 2 weeks into flowering, and can never determine what to cut. Should I cut the lower buds to get the upper bigger or just keep them all. Or is it too late and never cut at this stage?

I would keep the developing buds that you circled but anything below that I would remove.
I leave everything above the netting and remove all buds below the netting.

I’d do like @merlin44, but maybe wait just a few days. Let some of those higher buds really get going, then yoink everything. Looks like you may still be transitioning and heavier trims and defols can slow things down a little.

Don’t do anything until the pot clears. You will just add stress.
13 inches is the standard distance from where the canopy will wind up and the bottom level of any buds. Lower than that they will not get enough light.
And how do we determine where the canopy will wind up?
Wrong question. The question is what are YOU going to do to force the canopy to wind up where YOU want.
You can not be reactive with training. You should have a plan to move your flower tops during the grow.
The net will help. Just keep moving the stems outwards and then up and through the net. Areas of the plant that seem too low may be ok if you exchange some of the horizontal stems into vertical stems but this is for later in flower when the plant starts to contract it’s footprint.
Obviously if you have starts 6 inches below the net those will not progress.
I pretty much find that culling anything on the 3 lower nodes that is close to the main stem to work well. If I have a 2nd node that has a tiny little stem but it’s 9 inches long I will let it go and let it climb through the canopy. Most of those turn into 3 gram short buds. Just cull all the starts that erupt on the stem and keep it in the light.
I have to keep em small in a 3 gallon pot due to my back cause I can not have a system like a sgrog net cause I can not lean over for very long to maintain them

I use scroggs as well. I set mine to 10" above the pot. I wait till about the third week of flower. And then trim every thing below the scrog. And remove any new stuff as needed as I go. I also flip when the scrog is about 2/3 full. So I can keep tucking for the stretch weeks. Just my way.
For what I can see in your pictures. I wouldn’t be removing much. Your plant looks to be under the scrog. It looks like you are using it as a trellis net and not a scrog though. So not really needed. It is hard to tell with just 2 pictures though.

In my opinion you flipped early before veg cleared the net well. I would lower the net and look again before taking what wont grow back. That doesnt have to be net height. Drop it and free the lower sites. Then decide what to take.

I would definitely leave the small buds you circled. They will eventually develop into one large cola. Good luck

I’m using it as a hybrid scrog/trellis. I need it more for support due to not adding silica this go round. Trying to resolve problems with ph and lockout issues I had the last few grow attempts. I have a few branches with bud sites that are well below the net but are directly in the middle of the tent so I was hoping they’d get enough light to amount to something.

Got it. I am with @Storm here. Right now. How I see it. Your best option would be to drop the scrog by at least a foot. Then start bending branches over and tie them down to the scrog. So I don’t have to search for a picture right away. I use these. Easy to tie down branches and no cutting into them. You may want to super crop some if needed. I have super cropped in the middle of flower and ended up with monster branches.

Instead of trimming off the low buds, move the net down so the low buds are the new top then lace the upper branches through the lattice! Ok got it.
