When u say dry, are you talking like close to watering but not watering, use dome condensation to water soil.

You want to keep the dome moist, put a spray bottle on as fine a mist as you can get, and spray the cup away from the plant. Yes, some will drip but you shouldn’t have it dripping wet when you place it on the plant.
And the light should be close enough to warm the domes a little and keep the humidity up.
When you see the cotyledon (little fat leaves) start to shrivel, the plant has used up it’s reserve and you need to start with nutes.
Make sure you have small holes in the bottom and sides of your red solo cups so the soil and roots can get oxygen . The soil looks wet to me .
Yes i have holes in bottom, the domes are not air tight just lying loosely on top. Yes soil is wet watered 2 days ago. Not misting just lowered light 6inches, the cups were sitting in water that pooled up. I got rid of that. But leafs are drooping alil bit. Too much water im thinking. So no water for a day or two?
Also they were way over fed, buy my buddy who cracked the seeds he added fert at week one and two. Im thinking im staying away from that for a couple weeks, what u guys think.
Seedlings don’t need nutes, and depending on what soil you’re using, the plants may not need anything but h2o for a month.
I’d be putting another 20 pencil sized holes in the bottom and sides of the cups. Good move bringing the lights closer. Think of those first round leaves as its nutes. If they are green, just water. Once they shrivel its time to think about a little nute and I generally look to repot around then. Just my opinion mate, patience is the number 1 thing when playing this game, if it ain’t broke don’t fix it, if it looks green and healthy then let it be a weed. How old are your girls? Strain too helps if you know. 
oh and keep an eye on stretch, if the lights too far away or not bright enough, baby will reach for the light but then over extend herself and fall over, not a death sentence but better to be avoided if you can help it.
17 days since the seeds cracked and in dirt. Strain is a mystery all 4 are 1z to 1seed ratio so we got 4 hopfully female seedlings
