I hate to say but I mostly agree there with @John7 for the lights. I have small true 90w lights that I only use for seedlings. I could use them for veg too. But feel the plant would have to stay small like yours are to work ok. Are you in coco? Or soil. I see the perlite there. On the up side. I have a friend that has used the viparspectra 1000 and 1500 lights with decent results. So what you have now can be made to work while money is tight. Even a small plant is better than no plant 
I am one that runs about 32w per foot. I have good lights. And have found how to make them work best for me. I agree shooting for about 50w per foot puts you in a safe place. This is my current grow. If you would like to do a grow together. I would make sure to be around more. I am in coco. That would be the one must for this. How ever. Even with your light.
