3/27/2022 UPDATE:
Noticed stretch last night on two of four babies, and dirt settling a bit in both those cups. I added about 3/4" dirt to those two.
I got out tape I was actually at 23” / 46 Watt.
I lowered to accurate 20”.
I have my flexible tape measure waiting to tape back on the wall at 3 gal dirt level.
Those 2 red cups holding the amazonian leggy girls I did not have those starter Red cups packed down real hard.

@spankyjr1 What is your normal lamp routine for the first 3 weeks of plant life. Wattage and Distance from the top of the plant?

My 2x4 tent that I use for starting new plants has a light that is non dimmable so I keep it higher
You want to start them at about 20DLI
If you are running light at 20 hrs a day you should have a PPFD of about 300

I was low at 13 DLI and I had to bring wattage up to 65 Watt to achieve 20 DLI. I guess my guy line ratchets are out of whack so I just slid the tray over for right now so the beam is directing 20 towards the plants. Right now I am struggling physically to participate in everything.
Going to keep my eye on temps for next couple hours.
