My guess is you have “White flies”.
Check out the link and make your own decision but soap and water solution would probably work,its pretty universal and safe to kill anything

Have u ever had this pest? They don’t fly and look like baby worms maybe. Idk. How long does the soap and water usually take to kill them??

Cinnamon also helps against powdery mildew!
You can make your own cinnamon spray very easily with a tablespoon of cinnamon and a quart water. This should control pests around your plant. Another recipe for the spray is making cinnamon tea with 1 1/2 pints of water and adding 1 tablespoon of cinnamon. When this has cooled off to room temperature, you can add 1 pint of rubbing alcohol. Then strain, put it in a spray bottle and get to work.

Can you just top dress with dry cinnamon and basil? Perhaps some chili powder?
I think spray would be more effective, if not used as a spray I don’t know how it’d work or react.
I do know that you can have basil plants around your cannabis plants as a pest control, they stay away from basil plants

Does weed have any cross pollination problems with other plants? Once I grew squash next to cucumbers and got funky yellow cukes

You should never grow any melon next to each other they will def cross pollinate. I think the only cross poll with cannabis would occur with male and female of diff strains.
