WilIy took his plant for a walk in the woods to help it get back to its roots. Off leash, of course, so he isn’t seen with a controlled substance.

Does Willy offer the officer some weed, or risk it getting confiscated, for said officer.

Jimbo, the Officer, could smell WilIy hitting that Appalachian Dream and stopped by to mess with him.
He certainly did but Officer Kushman knows WilIy to well to accept. He remembers the last time when he ended up on top of Dales silo at 5 am contemplating the great equalizer and reciting An Elegy Written in a Country Church Yard.
I think that mishap has been Jimbo’s motivation to occasionally rib WilIy. He does seem a bit tickled at WilIys paranoia.
