It is totally safe in flower. And so would be a root drench with hydrogen peroxide as @dbrn32 suggested. You just toss a 1/4-1/2 cup of the meal on top of your soil. Water as usual. Spread it out into an even layer. If your soil is all ready moist (not ready to water) I would soak the Neem meal in an equal amount of water an hour or so before I top dressed it to the plants. So if I dressed a cup of meal I would soak it in a cup of water to wet it. If your soil is dry just water in as you normally would.
I would not give up unless the plants do. They look great so far.
Should I Do the Neem meal and the hydrogen peroxide drench both at the same time? These are what they look like still by the way. I feel like I have about a month left to go and I don’t know if I’ll make it. I won’t be able to start another grow for a while so this is extra painful lol. Who knew growing would be more addicting than smoking.

Would the peroxide work well as a foilage spray or would the neam meal in warm water be a good foilage spray for the ones on the plant? I never encountered these until i switched from soil to coco, not sure if that’s related or coincidence.
May I ask if you have a suggestion to stop or kill them? I think I have the same issue stating?
Have you figured out how to kill them or do you have any advice. I’m having the same issues. I have these little white bugs in my runoff tray, looked like white specs but then I noticed they were moving, I also don’t see any of them on the leaves or buds.
Unfortunately these were root aphids and I was not successful in getting rid of them
