For the OP, maybe look around for online seed vendors and see if any of them accept the payment you use. There’s a few places in Spain and the US that mail seeds.
If you had an instagram, some users on here have same username on IG, you might could link up with some of them there.

Have you considered mail redirection?
You can pay a company in the UK. They will provide you a UK address to give to a seedbank in Europe.
Buy your seeds and send to the address given.
The seedbank will send your seeds to that address in the UK.
The company will collect your parcel and forward it onto you in Iran.
You COULD also take a trip or two.
Since Iran is surrounded by landrace strains.
Cross into Pakistan, and go to the Hindu Kush mountain range. Collect yourself some seeds. Then take a trip to Afghanistan, collect yourself Mazar I Shariff
