No, I am saying you can not judge the lumens/LUX/FLUX by the wattage.
Yes different types of fluorescent lights will have different lumens even if they have the same wattage. A 17 watt T8 2 foot fluorescent tube would not put out the same watts as a 17 watt T5 2 foot fluorescent tube, nor would it have the same lumens as a 17 watt CFL fluorescent bulb, they all use 17 watts of electricity but they put out different intensities of light (for example 2 foot 17 watt T8=aprox. 1300 lumens, 2 foot 17 watt T5=aprox 1800 lumens and a 17 watt CFL=aprox. 1200 lumens).
I said the they do not make a 400 watt fluorescent light as far as I could tell, but the theoretical lumens as compared to two 250 watt fluorescent was an estimation of a “high power” 400 watt fluorescent. Yes a 250 watt fluorescent or whatever watt fluorescent light would put out much less lumens than a equal watt high pressure sodium light. You are talking apples to oranges.
