Water curing puts totally submerged buds in anaerobic conditions and kills off the spores. You just keep draining every day until the water runs clear and smell free for several days in a row.

Try less soak maybe? I do 18 hrs into dry medium, tails or not. I never get tails. When these dont pop are you digging them up to see the condition?
Morning, actually I’m hydro, soaking for 15 minutes every 2 hours. No, I’m not digging them up to check the condition.
I put them in a glass for about 3 days, a little hydrogen with water. Never had an issue in the past but some of my seeds are pretty old.
Gotcha. Even so, try less soak. I have drowned seeds before. I dropped some and they never popped. When I dug em up and squished em, they were just mush inside the shell. Hope you get it going.
I soak 24 hrs at most nd go in paper towels, always have tails after a day in towels. I put it on heat mat at 76-77 degrees.
Been closing in on 24 hours now since I switched it to paper towels. Keeping them moist, but it’s been a challenge.

Just put them in the dirt. I’ve had 98% success rate last 4 runs.
Are you putting towels in a ziplock bag?
