Give them a minute they could just be putting down roots first.

I notice a distinct circle in your pot.
Did you have it in a peat cup?
What soil or mix was the seedling started in.
What is it in now. Brand and name of particular soil.
For 4 weeks that is small.
It’s in a raised garden bed and the circle is from a dome that I had over it the soil is a mother terra and it is outside
