I’m hydro and a decent chiller is almost $1000 now. I paid $400 in 2020. I would sell you a small window unit for the cost of shipping. It was too small for my room but it’s fine for a small area. Sadly we can’t do that. I have so much stuff people could use and I ain’t going on eBay to get rid of it.

Evap coolers are called “swamp coolers”…we dont deal with them in the north east and it leads me to believe alot of humidity is involved. If that’s what your looking for great, if not traditional ACs ar the way to go.
If you’re doing an entire garage get a mitsubishi heat pump ductless (hyper heat) that way you can work out there year round!
